Purpose

Through the Winthrop University Foundation, Winthrop University solicits and receives private gifts that further the educational, research, and public service mission of the University. All funds or gifts accruing to or received by the University, whether solicited or unsolicited, are for the use and benefit of Winthrop University and are held in accordance with the trust or restriction imposed thereon by the donor.

The Winthrop University Foundation, assisted by the Division of University Development and Alumni Relations (UDAR), has the sole authority to receive, hold and administer all private donations to the University, as chartered by the State of South Carolina and described in the Memorandum of Understanding between the University and the Foundation. The Division of UDAR is responsible for all fund raising on behalf of the University, its colleges, departments and nonacademic units.

Such funds and/or gifts will be acquired through and accounted for by procedures described by law(s) or regulations as from time to time adopted and set forth by the appropriate legislative or administrative body. Persons involved in securing funds or gifts for the University must adhere to the procedures prescribed for the category of funds or gifts solicited or received.

Procedures

Fund-raising efforts on behalf of Winthrop University must be consistent with the following:

  • Insure maximum effectiveness in the total fund-raising program of the University by assuring that university-wide priorities are featured;
  • Reduce or eliminate multiplicity of contacts with common fund-raising prospects, thereby avoiding over-solicitation of individuals, businesses, foundations and organizations by university units;
  • Utilize the resources of the Office of UDAR to assist in the successful execution of approved fund-raising programs; and
  • Aid in the accountability of all nongovernmental gifts and grants received by the University.

Fund raising includes any solicitation of gifts, contributions, or grants from private, corporate and foundation sources by university offices, organizations representing these offices, or any other unit or entity affiliated with the University.

All fund-raising programs and projects that represent, directly or indirectly, any segment of Winthrop University must be approved in advance by the Office of the Vice President of UDAR. All funds, including gifts and grants from private and corporate sources (other than those received by the Office of Research and Sponsored Programs*), and all other fund-raising income intended for use by a unit of Winthrop University, must be received, processed by, and deposited in the Winthrop University Foundation through the Office of UDAR. At no time may any of these funds be held in accounts other than through the Winthrop University Foundation.

*Research and operating grant proposals for governmental agencies and foundations are to be coordinated through the University Sponsored Programs and Research Office.
